Sytnopsis/Solicitation for Training Services, prepaired in accordance
with the information in FAR Subpart12.6, as suplemental with additional
information included in this notice. This is Set-Aside for Small
Business. All responsible sources may submit their offer. This
announcement constitutes the only Solicitation, proposal requested and
a written solicitation will not be issued. Solicitation Number:
Q6886900880813, applies and issued for the proposal. This Solicitation
will conduct and incorporate provisions and clauses that are in
Acquisition Circular 97-16 and Defense Circular 92-13 (corection), the
Standard Industrial Code (SIC) is U. This acquisition is being
conducted with FAR 12 and in conjunction with FAR 13 Sinplified
Acquistion Procedures, 100% Set-Aside. Closing Date:04/11/00, Closing
Time: 1600 PM, Pacific Time. The Government intends to Purchase the
following under the Simplified Acquisition Procedures. The following is
the required services: Training Date: 17 April-21 April 00, 1 May- 5
May 00, 15 May- 19 May 00, 5 June- 9 June 00, 10 July- 14 July 00, 11
September- 15 September 00. 1.0 Objective: The Naval special warfare
Center requires a contractor to provide, Professional Development
training to the Command's Basic Underwater Demolition/SEAL (BUD/S) and
Special Earfare Combat Crew (SWCC) Instructor Staff. 2.0 Background:
Naval Special Warfare (NSWC) requiresthe contarctor to organize, plan,
conduct coaching, mentoring instruction for BUD/S and Swcc
Instructors. The specific objective of training is to teach Instructors
to apply coaching, mentoring techniques and "in field" during training
events. These techniques will be specifically adapted to BUD/S and
SWCC Training environments. 3.0 Scope: The contractor will develop and
present a comprehensive five (5) day course. The instruction required
will consisit of six one-week courses with eight students per course.
3.1A Develop a course of instruction and course material to teach
instructors to become better coaches and mentors. 3.1B Course materials
to include course outline, course handouts and course critiques. 31.C
At Minimum course should address the following topics: (1) Positive
instructor relationships., (2) Motivation techniques., (3) Utilize
actual tarining scenarios to coach students., (4) Using coaching and
mentoring to elicit superior performance., (5) Core values and personal
attributes specific to BUD/S and SWCC instructors. 3.1D The contarctor
shall utilize the Harvard Business School Case Study Techniques or
Equal as the centerpiece of instruction. 4.0 Requirements/
Deliverables: 4.1 Contractor will provide written course outline before
course commencement. 4.2 Contractor will provide written feedback
report after each one-week course, to include proposed changes to
course curriculum, and an estimation of student success. 4.3 Contractor
will provide a written student critique after each course. 4.4
contarctor will provide students with written handouts and applicable
referance material. All material will be provided on disc in Word 97
format. 5.0 Qualifictaions: The contractor must have prior active duty
Naval special warfare experience. This includes service with Scouts
and Raiders, Naval Combat Demolition Units, Underwater Demolition Team,
SEAL Teams, or special Boat Units. 5.2 at Minimum the contractor will
have a Doctorate in Education from and accredited College or
University. 6.0 Travel: Travel associated, but not to be limited to,
tarvel Naval Special Warfare Center and its various buildings and
classrooms loctaed at Naval Amphibious Base Coronado, CA. 7.0
Acceptance: shall be determined by Commanding Officer, NSWC, NSWC shall
evaluate the deliverables for completness, correctness, and
sufficiency. All deliverables will be provided on disc in word 97
format. 8.0 Place of Performance: class rooms provided by NSWC, located
in Bldg. 604, at Naval Amphibious Base Coronado, CA. 9.0 Government
supplied materials: The Government will provide any required documents
and access to information systems requested by the contractor, to
include material stowage containers. Adequate work space and classroom
supplies will be provided. Access to Government property (passes),
phone, fax machine and copier. The award shall be made to the
