consist of grading, drainage, and asphalt surfacing on 10.020
kilometers (largest schedule) of roadway for Grand Targhee Road,
Targhee National Forest, Teton County, Wyoming. Estimated price range
is between $3 and $8 million. The major work items include: lump sum
contractor testing; 20 hectares clearing and grubbing; 49,750 m3
roadway excavation; 8,200 m3 subexcavation; 240 m2 mechanically
stabilized earth wall; 37,250 metric tons aggregate base; 1,300 metric
tons asphalt cement; 21,650 metric tons superpave asphalt concrete
pavement; 1320 meters pipe culvert (various); 43 each inlet (various);
2,600 meters underdrain system; 5,900 meters Portland cement concrete
curbing; 1,450 meters guardrail system; 48,840 m2 erosion control mat;
9,700 m3 topsoil placement; 8,000 hours flagging plus miscellaneous
surveying and staking; fencing; seeding; mulching and traffic control.

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontractor at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performanceand payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
