The Program Support Center, Division of Acquisition Management intends to award a sole source simplified acquisition to EST Service for the replacement of the fire alarm audio system in the Parklawn Building. The current fire alarm system installed in the Parklawn Building, 5600 Fishers Lane, Rockville, MD 20857 is the 8500 Series EST3 firephone control system. The required upgrade of the audio portion of the system will provide the flexibility of eight channel audio, which will provide the capability of delivering any one of eight different messages to any of the 18 floors at any given time. This will allow the entire building to be made aware of the emergency while still providing the limited evacuation required by current fire codes. This is not a request for competitive proposals. EST Service is the only organization capable of providing the audio upgrade to the system that will work with the remainder of the existing system. Additionally, EST Service is the current maintenance provider for the fire alarm system. Award will be made using simplified acquisition procedures in accordance with FAR 13.106-1(b). All timely responses will be considered, however, a determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
