An opportunity is available for private industry to partner with the U.S. military in the development and implementation of new telemedicine technology applications via cost sharing contracts. The Pacific e-Health Innovation Center (P-elC), located at Tripler Army Medical Center, Hawaii is planning to launch dual-use technology initiatives in calendar year 2000, where the Government and vendor agree to share in the costs of the contract. The initiative targets technology that is mutually beneficial, and has both military utility and sufficient commercial potential to support a viable industrial base. The program will follow the tenets of the Department of Defense Dual Use Science and Technology Program, which is used by many programs in fostering the development of technologies that service military and private sector investments in new technology. The benefit of industry in participation in this program includes: Leveraging scarce science and technology funding. Participation provides vehicle to form beneficial partnerships with other firms, Defense labs, or universities. Partners in the cost sharing contracts can access advanced technology. Participation increased the potential for the transition of the technologies into defense system, which leads to increased markets and competition. Finally, participation in this program and the development of a "win-win" partnership with the DOD will lead to a higher probability of a successful development program and commercialization of the product. Involvement of practicing healthcare practitioners and patients in the piloting of the technology. Demonstration and validation of the technology in an "live" telemedicine testbed in the Pacific.
