paul.a.attorri@irs.gov. The IRS has a requirement for a contractor who
can supply over-the-phone Interpreter Services (OPI) to assist IRS
customer representatives working in walk-in offices to communicate with
non-English speaking taxpayers in more than 130 languages. OPI shall be
provided by the ctr. from 8:00AM Eastern Time to 4:30PM Pacific Time
Monday thru Friday every week; from 8:00AM Eastern Time to 12:30PM
Pacific Time on Saturdays during the income tax filing season; and the
Sunday prior to Apr. 15. The contractor shall provide an Interpreter
Service Usage Report on a weekly basis, showing: Location of call
origination; Date of call; Time of call; Length of call; Identity of
language interpreted; Total cost of call (to be provided on monthly
invoice statement); Total number of lost calls (total number of
unfulfilled interpretation request); and Identification of the employee
interpreting call. The contractor shall ensure the certainty of 100%
compliance at all times with the disclosure of taxpayer information
provisions of the solicitation. One contractor is sought for the entire
nationwide requirement. (Contractors solely interested in
subcontracting possibilities should not contact this office until
notice of award has been posted in the CBD.) This will be an indefinite
delivery type contract. Estimated or min./max. quantities are not
available at this time but will be specified in the solicitation. IRS
intends to post the solicitation and any subsequent amendments on the
Internet rather than mail out individual copies, so interested
contractors should monitor www.procurement.irs.treas.gov for the
issuance of the solicitation which is estimated for approx. 5/1/00 and
then download the solicitation from that site. Evaluation procedures
IAW FAR 13.106-2 will be used under FAR Subpart 13.5 for this
