Background "DESC: The F-16 System Program Office, ASC/YP, is contemplating acquisition of up to twenty (20) on-board oxygen generating systems (OBOGS) and associated equipment for F-16C/D model aircraft for the United States Air Force. A contract is anticipated to be awarded to Lockheed Martin Tactical Aircraft Systems (LMTAS), Fort Worth, Texas, in the 4th quarter of FY00. System deliveries would begin in July of 2001 and conclude within 12 months of the first delivery. The purpose of this synopsis is not a request for competitive proposals. However, all proposals received within 45 days of this synopsis will be considered by the government. Within 12 months of contract award, the successful contractor will be required to deliver up to twenty (20) fully qualified (meeting all USAF requirements) on-board oxygen generating systems and associated equipment for F-16C/D model air- craft to the government. The contractor will be required to provide the material, factory test equipment, assembly per- sonnel,program management, data management, hard- ware and software engineering, facilities, staff, and other equipment and services necessary to fabricate, assemble, test, and integrate the OBOGS into the aircraft. The contractor should include the following in his response: 1) identification of key management and program personnel with a resume of their previous experience, 2) identification of existing on-board oxygen generating systems and associated equipment he has produced, 3) discussions of specific instances of previous experience as a on-board oxygen generating systems and associated equipment contractor, 4) evidence of capability to perform successfully within the above described parame- ters, and 5) size status in relation to SIC 3728 (1000 employees).
