20 -- REQUEST FOR INFORMATION -- SUBMARINE TORPEDO ROOM BERTHING POD SOL N00024 DUE 042000 POC Point of Contact: MMC(SS) Dwayne E. Ariola Program Executive Officer, Submarines PMS450 703/602-0330x243 SOURCES SOUGHT FOR SUBMARINE TORPEDO ROOM BERTHING POD. The Navy is conducting a market survey to identify sources of a Submarine Torpedo Room Berthing Pod to meet our requirement and upon which the Navy might conduct performance and operational testing and evaluation. The goal of the testing and evaluation will be to qualify the candidate Submarine Torpedo Room Berthing Pod for approval for Navy use and procurement. Submarine sailors are regularly required to sleep (and often hot bunk) in temporary torpedo room berths on several classes of submarines including the newest SEAWOLF Class submarines. OPNAVINST 9640.1A states that prioritization of habitability alterations for existing ships shall place emphasis on: (1) Improvement to the established criteria for climate control in berthing, messing and sanitary spaces. (2) Provision of a permanent berth and personal stowage space for each officer, enlisted person, and embarked personnel. (3) Other habitability elements where problems exist to the extent that the negative effects upon morale and/or personal effectiveness are great enough to create a detriment to the unit's ability to perform it's mission. (section 4i(2)(b)). In particular, torpedo room berthing pods that can be loaded, handled and stored in the same manner as a Mk 48 torpedo are desired. The berthing pod design should include consideration for such features has individual berth lighting, forced air ventilation, towel rack and personal storage space. The intent of this announcement is to identify to the Naval Sea Systems Command (NAVSEA) and the Commander, Submarine Force, U.S. Atlantic Fleet sources for the procurement of test articles. If testing satisfies the U.S. Navy's needs, follow on procurements by Navy units on an as required basis will be authorized. U.S. and foreign firms interested in being considered should submit, in writing, a description of their product that fulfills the Navy requirement along with price and availability information.
