Standards and Technology (NIST) intends to procure a Shelf-Shielding
Co-60 Irradiator using simplified acquisition procedures, under the
authority of the test program for certain commercial items cited in FAR
Surpart 13.5, Test Program for Certain Commercial Items. The Standard
Industrial Classification (SIC) code is 3829 and the size standard is
500 employees. This action is unrestricted. The Government requires a
new irradiator to provide high-dose calibrations. It is used to provide
calibration services for the sterilization and electronic hardness
testing industry. The radioactive source decays at a rate of 50% every
five years, therefore it must be periodically replaced to meet the
demands of the minimum dose rate to satisfy customer needs. This device
will replace an existing irradiator so it must be similar to prevent
unnecessary disruption in the calibrations. NIST need a self-shielding
with similar design and properties of the current gammacell 220-232,
but loaded with the maximum dose rate possible. The sources shall be 60
Co with a total activity of at least 24, 000 Ci. The sources shall be
contained in 12 or more double-encapsulated stainless steel rods in a
fixed annular array. The array shall be inside a lead-steel biological
shield. The dose rate shall be uniform throughout the chamber within
plus/minus 20% of the central dose rate. The dose rate shall be uniform
in the center of the chamber so that the physical center volume 5cm
diameter x 5-cm height has a dose uniformity of plus/minus one percent.
This uniformity shall be verified by NIST measurements two times; once
prior to the source being shipped from the manufacturer. Shielding --
The unit shall provide shielding such that leakage exposure is less
than 2mR/h at one meter in any direction from the center of the source
array. Detailed specifications shall be provided in the solicitation.
FOB Destination, Gaithersburg, MD. Required delivery within 120 days
from contract award. The Government requires a 12 month warranty on all
parts and labor. Warranty shall begin when the unit has passed
acceptance testing. On-site services/maintenance shall be provided for
a period of 12 month after acceptance. On-sites services shall include
a maximum of 3 business day's turnaround from call to on-site service
during warranty period. The Government requires a complete set of
operation and maintenance manuals with circuit diagrams and parts list.
The Government requires on-site measurement of the units prior to
shipping. This will involve NIST personnel measuring the central dose
rate with alanine dosimeters and measuring the field uniformity with
sheets of radiochromic film. The Government requires installation and
set-up, capability demonstration, accepting testing and on-site
training for 2 or more employees. The capability demonstration and
on-site training shall be performed by the field service engineer. The
Contractor shall demonstrate that the system meets or exceed all
performance specifications identified in the solicitation. The unit
shall successfully pass the capability demonstration before final
acceptance. Award will be based on the offeror whose proposal offers
the best value to the Government, technical, price, and other factors
considered. The Government intends to issue a Request for Quotation
(RFQ). Requests for a copy of the RFQ may be mailed to the National
Institute of Standards and Technology, Acquisition and Assistance

below. The response date identified above is an estimate. The RFQ will
be available approximately fifteen days after publication of this
announcement and the solicitation response time will be approximately
15 days after issuance. All responsible sources may submit a quotation,
