synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is NHLBI
-PS-2000-589, and is issued as a request for quotation (RFQ). The
solicitation/contract will include all applicable provisions and
clauses in effect through the Federal Acquisition Circular 97-16. The
Standard Industrial Classification (SIC) Code is 3826 and the Size
Standard is 500 employees is used for this requirement. There are no
small business set-aside restrictions for this requirement. The
National Heart, Lung and Blood Institute intends to purchase a brand
name or equivalent MGI Sapphire Pro Film Recorder Workstation,
manufactured by Electronics For Imaging. The workstation includes the
following system components: one (1) each of Rasterplus workstation,
one (1) each of Dell Pentium III 800 mhz, 256 MB RAM, 20 GIG Hard
Drive, and 17" monitor, two (2) each of GPIB Boards and cables, one (1)
each of Rasterplus Software for Solitaire 4, one (1) year warranty, one
(1) year on site service contract with 24 hour response time, to
include all system components, parts, labor, travel, loaner,
installation and one (1) day training. . The Government's desired
delivery schedule is 30 days after contract award to the National
Institute of Health, Bethesda, Maryland. The F.O.B. Point is Origin.
The provisions of FAR Clause 52.212-1, Instructions to
Offerors-Commercial Items, applies to this acquisition. The provisions
of FAR Clause 52.212-2, Evaluation -- Commercial Items is applicable
to this acquisition. The specific evaluation criteria is compatibility
to the specifications of the Electronics For Imaging,'s MGI Sapphire
Pro Recorder. The quoter must submit descriptive literature of the
product quoted, and itemized price list. The Government intends to
evaluate offers and award a contract without discussions with Offerors.
Therefore, the initial offer should contain the offeror's best terms
from a technical and price standpoint. However the Government reserves
the right to conduct discussions if later determined by the
Contracting Officer to be necessary. The Government may reject any or
all offers if such action and waive informalities and minor
irregularities in offers received. Award will be made to the lowest
price, technically acceptable offeror meeting the Government's

must include a completed copy of the provision of FAR Clause 52.212-3,
Offeror Representations and Certifications -- Commercial Items with
its offer. The provisions of FAR Clause 52.212-4, Contract Terms and

Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items -- Deviation For
Simplified Acquisitions, applies to this acquisition. The clauses are

capable of furnishing the government with the items specified in this
synopsis should submit two (2) copies of a quotation to the below
address. The quotation must reference "Solicitation number"
NHLBI-PS-2000-589. The quotation is due April 21, 2000, at 8:30 a.m.
local prevailing time or ten (10) calendar days from the publication
date of this synopsis, whichever is later. All responsible sources may
submit a quotation, which if timely received, shall be considered by
