plans to issue a Request for Offer (RFO), on a sole source basis to
Science Systems and Applications, Incorporated (SSAI). This procurement
will extend the period of performance under Contract NAS5-32370, for an
additional one (1) month, plus a 1-month option beyond the current end
date of the contract (May 31, 2000). This extension is necessary to
allow for the completion of the on going competition and also provide
for the continuation of specialized support services to the Goddard
Institute for Space Studies (GISS). Further, this extension will avoid
negative schedule impacts to on going research activities. The support
services include providing scientific programming and analysis in
support of specific GISS research programs in climate modeling, earth
observations, and planetary atmospheres and performing computer
facility operations, systems programming, technical library operations,
and overall logistical support for the GISS research facility. The
scientific programming and analysis functions are integral parts of the
respective research programs, whereas the other support functions are
required to maintain and operate the facilities used in performing the
research. Ongoing projects for which the respective GISS research
efforts are components are the Earth Observing System (EOS),
International Satellite Cloud Climatology Project (ISCCP), Galileo
Orbiter Mission, Mars Climate Orbiter, and the Cassini Mission. Support
in the respective research programs is specified in Quarterly Mission
Forecasts issued under the contract. These areas of support include
data processing, analysis, and validation of ground, aircraft, and
satellite observations; model development, documentation, and
application; and educational outreach. The supported research combines
analyses of comprehensive global datasets with global models of
atmospheric, land surface, and oceanic processes and includes study of
past events on Earth such as paleoclimate change and the study of
other planets as an aid to prediction of future evolution of Earth on
a planetary scale. This effort will be performed on-site at the GISS in
New York, New York. The support sought for the remaining tasks is a
continuation of work performed by SSAI, under this contract since
October 1994, and is only intended to continue until the follow-on
contract is competitively awarded. Statutory authority for this sole
source procurement is 10 U.S.C. 2304(c)(1) -- Only One Responsible
Source. Using any contractor other than SSAI will result in an
unacceptable delay to the NASA science program. However, companies who
believe that they can provide these services without any detrimental
impact to the program schedules supported by this work, should fully
identify their interest and capabilities within 15 days after
publication of this synopsis. See Notes: A, B, 22, and 26 Interested
firms have 15 days from the publication of this synopsis to submit in
writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses receive after the 15
days or without the required information will be considered
non-responsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. All qualified
