The Federal Highway Administration (FHWA) plans to negotiate a Purchase Order with Dr. Walaa S. Mogawer to perform a study entitled, _Evaluation of Complex Polymer-Modified Asphalt Binders._ This study involves using the FHWA Accelerated Loading Facility (ALF) located in McLean, Virginia. Dr. Mogawer is uniquely qualified to conduct this study because of his extensive experience working with the ALF. He has performed previous studies concerning the ALF, the Bituminous Mixtures Laboratory and the Asphalt Mixture Analysis Programs. Dr. Mogawer is the only known person who can perform the work in a timely manner without extensive training and orientation with this facility.
