competitive sourcing study utilizing OMB Circular A-76 and AFI 38-203.
The purpose of the study is to determine the most efficient and
effective method of providing services within the Communications
squadron. The study will determine whether commercial activities should
be performed under contract or with in-house government personnel. This
is the second Sources Sought synopsis and Request for Information for
solicitation F65501-00-R-0038 to determine industry interest and
capability. The study will include such services as Defense
Meteorological Satellite Program (DMSP), Satellite Communications,
Telephone System Inside and Outside Plant Maintenance, Cable
Maintenance and Communications Antennas System. The service provider
shall provide personnel possessing the required security clearances and
technical expertise, equipment, tools, materials, vehicles, specialized
test equipment, supervision and other items and services necessary. The
Standard Industrial Classification (SIC) has been changed from 8744
size standard $20 million to 4899 size standard $11 million. You as
service providers are asked to submit capability statements expressing
interest and intent. The data should include past performance
information similar in scope to this initiative, references with phone
numbers, business size, point of contact, and any other pertinent
corporate information. The data will be used as part of the market
research to determine if this acquisition should be set-aside for small
businesses or proceed in an unrestricted manner. Service providers
should respond in writing within 20 days of this publication. Please

contract could potentially include a mobilization period, a basic year,
