Subject to final approval, the Bureau of the Public Debt (BPD/Public Debt) intends to acquire, on a sole source basis through Lexis-Nexis, Dayton, OH, an on-line legislative research service for use by the Bureau_s program and policy officials to stay abreast of developments, and pending legislation that significantly impact Treasury programs. Public Debt requires the following features, which we believe to be unique to the Lexis-Nexis Political Universe service: subject indexing to alleviate duplicate or long searches; compiles legislative, regulatory, statutory, political, demographic and news information in an easy-to-use internet environment. It uses 8900 sources, which include media reporting on bills or issues including news and commentary and portrays this information in one place. If no affirmative written response is received by April 20, 2000, to the effect that a comparable service is available, and that it is more advantageous to the Government than obtaining this service through sole-source contract, an award will be made.
