NASA/JSC plans to issue a Request for Quotation (RFQ) for MTS Proprietary Maintenance Renewal and License Software Agreement for telephone support. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items on a sole source basis from MTS Systems Corp for software license and support for telephone support. This is a renewal of proprietary MTS maintenance software. NASA/JSC uses three (3) software approaches for stress analysis preprocessing. Each is different and necessry for specific analytical techniques. MTS Test Software is the current system and cannot be out performed by another software system. In accordance with FAR 6.302-1 and U.S.C. 2304(c)(1), a Justification for Other than Full and Open Competition stating a unique source is being prepared. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4/11/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
