NASA/GSFC plans to issue a Request for Quotation (RFQ) for a
maintenance agreement for parts and remedial maintenance, as necessary,
for an Eaton Corporation NV-1002 Implanter. The purchase order will be
for a period of 1 year. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/GSFC owns an Eaton
NV-1002 Implanter, and intends to purchase the replacement parts and
maintenance service on a sole source basis from Eaton Corporation,
Allentown, PA. This tool is fundamental for the development and
manunfacturing of semiconductor devices. it is imperative that this
equipment be maintained operational with minimal down-time, as most of
the projects in this organization depend on this machine. This
semiconductor tool uses many custom made parts, which have to be
calibrated and approved by Eaton Corporation. To maintain integrity and
reliability of the system, replacement components and parts must be
manufacturer-recommended replacements. Eaton Corporation is the only
source for technical assistance and custom-made parts, which are not
offered on the open market. The Government intends to acquire a
commercial item using FAR Part 12. Interested organizations may submit,
in writing, their capabilities and qualifications with respect to being
able to provide such support to the identified point of contact not
later than 4:30 p.m. local time on 04/28/2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications ARE NOT acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
