This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The contracting office, Scott AFB, IL, intends on making a sole source procurement to SmartForce Inc., to develop OSD-mandated Information Assurance Computer Based Training and Certification Cources for Information Conditions, System Administrators, and Information System Users. To avoid interoperability issues and costly and time consuming reprogramming, new computer based training courses must be compatible with existing courses which are executed, tracked, and reported using tools developed only by SmartForce Inc., which has proprietary rights. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority ofFAR 6.302.
