The United States Department of State has a requirement for contract support to recruit, orient, and deploy United States experts for participation in field activities sponsored by the Organization of Security and Cooperation in Europe (OSCE) through its "Rapid Expert and Assistance Cooperation Teams" (REACT) program. The contractor shall establish and maintain a database of pre-approved U. S. experts who are ready for rapid mobilization and deployment. The contractor shall also develop and maintain a web-site for the purpose of recruitment and orientation of REACT candidates. The database and web-site will be coordinated with the OSCE. Mobilized Contractor personnel will participate in OSCE field activities dedicated to preventing, managing, and resolving crisis in addition to assisting participating member states meet their OSCE commitments with regard to human rights and democratization. Deployments could be short term for periods of six weeks or less and long term periods. Qualifying requirements and fields of expertise will be provided in the RFP. The contractor shall conduct local police background checks, ensure medical suitability, provide orientation about the OSCE and mission specific tasks, arrange transportation to and from the mission staging point, and procure and provide required/appropriate clothing and/or equipment. The contractor will recruit candidates in fields to include inter alia election monitoring, rule of law, democratization, media affairs, human rights, institution building, election preparation, administration and logistical support. The Government plans to award one contract for a one-year base period with four one-year option periods.
