66 -- LABORATORY TESTING AND ANALYSIS SERVICES, CURRENTLY UNDER FSC 873, IS BEING MERGED INTO FSC 66, II, J, TEST AND MEASUREMENT EQUIPMENT AND This serves as notice that the General Services Administration (GSA), Federal Supply Service (FSS), Scientific Equipment Division (FCGS), intends to merge FSC Group 873 for Laboratory Testing and Analysis Services, Solicitation Number TFTP-98-HY-873B, into FSC Group 66, Part II, Section J, covering Test and Measurement Equipment and Services for Electric, Electronic, Mechanical and Thermal Quantities; Avionics Test Equipment; and Unmanned Aerial Vehicles, Solicitation Number FCGS-W8-98-0316-N. FSC Group 66, Part II, Section J and 873, will be renamed Test and Measurement Equipment, Avionics Equipment, Unmanned Aerial Vehicles, and Related Services, and, Laboratory Testing and Analysis Services, Solicitation Number FCGS-W8-98-0316-N. The five Special Item Numbers (SINs) which will be merged from FSC Group 873 are as follows: 873-1 -- Mechanical Testing and Analysis; 873-2 -- Chemical Testing and Analysis; 873-3 -- Electrical Testing and Analysis; 873-4 -- Geo-Technical/Thermal Testing and Analysis; and 873-99 -- New Technology Testing and Analysis. Since SINs 873-1; 873-2; 873-3; 873-4 and 873-99 are covered by the Service Contract Act; all offers for these services must be awarded separately from the products and product related services under FSC Group 66 II J. Therefore, current FSC Group 66 II J contractors may not modify existing contracts to add FSC Group 873 -- Laboratory Testing and Analysis Services, nor may current FSC Group 873 contractors modify existing contracts to add products and product related services as identified under FSC Group 66 II J.
