S -- - NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH THE MAKAH TRIBE (THE TRIBE). Notice of intent to negotiate a sole source contract with the Makah Tribe (the Tribe) for the National Marine Fisheries Service (NMFS). Purpose of contract is to provide estimates for the encounter rates of sub-legal chinook and coho salmon in the Washington Treaty Troll fishery. The Makah fishery biologists manage a major portion of the treaty troll fishery and are familiar with its conduct and fishermen that participate in it. The Congress appropriated funds to the NMFS for NMFS to carry out these tasks, which are to be completed by state and tribal local governments. No private source/entity is capable of providing this service. Competitive solicitation will not be issued.
