717-770-6145 This is an intent to acquire; therefore, a solicitation
document is not available. The Government intends to place an award
with the University of the Pacific, Eberhardt School of Business,
Westgate Mangement Development Center located in Stockton, California.
Interested parties must be able to meet the following requirements. A
written response must be received by the issuing office not later than
the tenth (10) working day after issuance of the publication. Written
response must contain complete technical and pricing information.
Further action with any response will only be taken if clear and
convincing documentation indicates that it is more advantageous to the
Government to consider other than the contemplated action. Contractor
shall design, market, instruct, provide individualized student
monitoring in the resolution of a distribution specific project,
develop and apply performance metric measurements for a distribution
supply chain management course. Contractor shall provide instruction,
instruction facilities, and all materials, for fifteen (15) students
from the Defense Distribution Depot San Joaquin. Instruction site shall
be within 25 miles of the Defense Distribution Depot San Joaquin
Headquarters in Tracy California. Course shall commence not later than
June 1, 2000 and will consist of ten individual stand-alone modules.
Modules shall be instructed at a rate of one per week for eleven (11)
consecutive weeks. A one-week break in the instructional period is
authorized. Contractor shall design, market, instruct, monitor student
progress, and provide a synopsized report within three weeks of course
completion. Design shall consist of developing course material focusing
on supply chain management specific to Defense Distribution Depot San
Joaquin, presentation of material in a structured environment,
development of measurable productivity improvement metrics. Course
design will consist of academic tools to resolve student specific
distribution projects and will vary with each course's student
population. Marketing shall consist of the development of internal
advertising and student application materials, printing and
distribution of course material promotional and informational
materials, and presentation of course concept to managers and potential
students. Instruction shall consist of ten (10) individual modules of
eight (8) hours each focusing on supply chain practices and
implementation, leadership innovations, distribution performance
measurement and associated financial analysis, team building, vendor
alliance, communication, and warehousing practices. Instruction and
testing for learning shall be accomplished by accredited instructors,
and shall have a minimum of four years accredited instruction
background. Monitoring of student progress will consist of weekly work
site visits by the contractor. These work site visits will be a
minimum of one (1) hour in duration and shall be individualized to each
student's specific project. Purpose of work site visits is to provide
support to the student in the application of academic instruction. A
comprehensive final report will be presented to the Commander of the
Defense Distribution Depot San Joaquin within three weeks of course
completion. Report shall provide analysis and recommendations on how
specific job-site performance metrics have been impacted by students
