(i) This is combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6 as supplemented
with additional information included with this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. (ii)
Solicitation F02601-00-T0278 is being issued as a Request for Quotation
(iii) This solicitation incorporates clauses and provisions in effect
through the Federal Acquisition Circular 97-16. (iv) This requirement
is being synopsized as a small business set-aside under standard
industrial classification code 0782, size standard $5.0 million. The
Service Contract Act of 1965 applies to this acquisition. (v) Line item
0001: furnish all plant, labor, equipment, materials, services, and
incidentals to provide a complete and usable softball fields at both
Mustang 1 and Mustang 2 at Davis-Monthan AFB, AZ. (vi) Description of
Services RECONDITION SOFTBALL FIELDS (MUSTANG 1 & 2) Project
includes, but is not limited to, the following work elements: The
Contractor shall furnish all plant, labor, equipment, materials,
services, and incidentals to provide complete and usable softball
fields at both Mustang 1 and Mustang 2. No alterations, additions, or
deletions shall be made unless by prior written approval of the
Contracting Officer (CO). Under no circumstances may the Contractor
begin any work prior to receiving Notice-to-Proceed. All work must meet
or exceed acceptable industry standards and codes for the building
trades; and shall be installed in a neat, substantial, and workmanlike
manner, to the satisfaction of the Contracting Officer. 1. Replace
infield mix on (2) softball fields -- Remove 4_ of existing field mix
-- Replace with kalamazo clay base mix -- Reconfigure and survey base
lines and infield -- Add new water source behind pitcher mound 2.
Recondition outfields on (2) softball fields -- Regrade and float
fields -- Aerify using deep tine (solid) aerifier -- Addition of soil
amendments -- Soil sulfur @ 800 lbs/acre -- Gypsum @ 4000 lbs/acre --
6-20-20 fertilizer @ 15 lbs/1000 SF -- Top dress and fill aerification
holes with course top dressing sand 3. Complete analysis of irrigation
system -- Level and replace sprinkler heads with Hunter I-40 Series
heads on PVC swing joints, (Mustang 2) -- Check and Replace Solenoid
valves, as needed General Notes: 1. All work shall be accomplished
between the hours of 0730 and 1600, Monday through Friday, unless
otherwise approved in writing by the CO. 2. Work site shall remain
secure after work hours. 3. No asbestos-containing materials may be
used or installed in this work. 4. A Site Visit will be held on 14
April 2000 at 9:30 AM. Contact Anita DeMarco Not Later Than 13 April to
arrange access to the Base (vii) FOB: Destination. Required completion
date is 21 days after receipt of order. (viii) Provision 52.212-1,
Instruction to Offerors-Commercial Items applies. (ix) Provision
52.212-2, Evaluation-Commercial Items is applicable stated objectives
of the Statement of Work 1) Past Performance _ Offeror shall provide
name, address and phone number of other customers for whom same or
similar work was performed. 2) Price (x)Offerors are required to submit
a completed copy of 52.212-3 Offerors Representation and
Certifications-Commercial Items (xi) Clause 52.212-4 Contract Terms and
Conditions-Commercial Items and any addenda the clause applies to this
