USCG Integrated Support Command (ISC) Kodiak, Alaska. The work consists
of constructing a residential style kitchen and upgrading an adjacent
laundry room in an early-WWII barracks at the USCG Station on Kodiak
Island, Alaska. All necessary utilities are in place; however,
additions and modifications to these utilities are required. Partition
walls will need to be constructed and cabinetry installed; ceilings,
floor coverings, and lighting fixtures are to be replaced. The existing
fire sprinkler system and heat-detector/alarm system will require
modification. Except for government-furnished equipment (basically
laundry room washer-dryer units), contractor shall be responsible for
supplying all labor, materials, supervision, transportation, and
administration to construct a fully usable facility at conclusion of
work. The work is similar to that which typically would be performed by
a residential contractor with the following exceptions. (1) The
contractor will be required to obtain the services of a licensed
fire-protection engineer to prepare and sign-off on plans to upgrade
the fire sprinkler system. Sprinkler work and alarm testing then must
be completed by a certified technician. (2) The crawl space below the
rooms is both a confined space and contains friable asbestos lying in
small piles. Contractor is required to prepare and have approved a
"Confined Space Entry Plan" in accordance with 29 CFR 1910.146 and to
conduct his work in accordance with 29 CFR 1926.1101 for asbestos
environments. (3) Electrical work is required to be performed by a
licensed electrician, who may be required to enter the crawl space. (4)
Additional requirements may be included in the statement of work and
drawings included with the bid package. An organized site visit will be
conducted approximately two weeks prior to bid opening. Prospective
contractors are urged and expected to inspect the site where the work
will be performed. By submitting a bid, the bidder will be
acknowledging it has conducted a reasonable site investigation and has
ascertained the conditions affecting the work, as required by, and in
accordance with FAR 52.236-3. The estimated cost range for this
project is between $100,000 and $250,000. The time for completion of
this contract is 90 calendar days after notice to proceed. It is
estimated that notice to proceed will be mid-June 2000. The work
required by this solicitation is identified as Industry Standard #1522
and the applicable size standard is $17.0 million dollars in average
annual receipts for the past three years. This procurement is issued
pursuant to the Small Business Competitiveness Demonstration Program,
Public Law 100-656, as implemented by the OFPP Policy Directive and
Test Plan dated 8/31/89. This is not a small business set-aside. All
responsible sources may submit a bid which shall be considered by the
U. S. Coast Guard. Requests for bid documents must be submitted and
received by this office no later than 26 April 2000. For Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. This is
applicable to any eligible prime or subcontractor at any tier. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $1.0 million per contract. The DOT provides an
80% guarantee of the bid bond amount to a surety against losses. Loans
are available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
line of credit is $500,000. For further information and applicable
