The General Services Administration (GSA) is seeking potential sources of Construction Manager as Constructor (CMc) services. CMc is defined as a firm engaged under direct contract to a building owner, in this case the General Services Administration (GSA), to provide design review, cost estimating, scheduling and general construction services. The CMc shall be a member of the project development team during the planning, design and construction phases, along with GSA, and GSA's selected A-E firm. PROJECT SUMMARY: Building Description: The project will occur in an existing building of approximately 600,000 gsf, housing 1500 staff. The building houses three Courtrooms serving 5 Judges, supported by the U.S. Marshall's Service with detention facilities. The building is the site of major offices for the U.S. Attorneys, (include list major occupant agencies). The building systems are arranged in six unified but vertically distinct modules varying in height from two to five stories, plus a basement garage and roof top mechanical spaces. Office space was arranged originally as a continuous open area on each story, extending horizontally through several modules. Office space is now extensively subdivided with walls and modular furniture. Building will remain occupied during the project. Building occupants must remain fully operational, but may be relocated. Synopsis of Work. Replace existing HVAC digital controls with new digital controls, in two increments: first, to take charge of existing HVAC systems, and subsequently to be cut-over to control step by step the new HVAC systems. Replace major portions of the existing HVAC systems, including local air supply and re-heat systems, and perimeter heating systems throughout the building, including all occupied office areas. Provide additional new central fans and selectively modify other central equipment. Replace the Fire Alarm system. Provide new toilet rooms in selected locations. Replace existing roof with new EPDM IRMA system. Replace major skylight with new monitor unit. Organization of Work. Construction project is comprised of three sequential groups of work, in the following order and captioned as follows. 1) PP/A1 -Replace HVAC Controls. 2) PP/C1-B2 -- Replace Roofs -- Provide New Roof-top Fans. 3) PPB1-A2 -Replace HVAC Systems -- Integrate Controls -- Add Restrooms.
