E-MAIL: Jessica M. Lally, jessica.m.lally1@jsc.nasa.gov. NASA/JSC plans to issue a Request for Offer (RFO) for X-38 V-201 Laser Pyro Initiators. The initiatior shall be fired with an optical ray input. The design is based on initiators supplied from Pacific Scientific Energy Dynamics Division. These initiators are currently flying on the X-38 V131 and 132 experimental vehicles. The X-38 crew return vehicle uses laser initiators for experimental flight drops at Dryden Flight Research Center and is baselined for future X-38 and Crew Return Vehicles. NASA/JSC intends to purchase the items from Pacific Scientific. The Justification for Other than Full and Open Competition was approved on 03/27/00 pursuant to 10 U.S.C. 2304(d)(1)(B)and FAR 6.302-1. Pacific Scientific has provided the V-201 initiators which have been tested and approved by NASA JSC. The same initiators are needed to continue development of the X-38 vehicles. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 04/25/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
