GAPFILLER SATELLITE PROGRAM,

R-0065&LocID=901. Notice of intent to contract on a competitive
basis. The MILSATCOM Joint Program Office intends to award a single
Firm Fixed Price (FFP) contract for the Wideband Gapfiller Satellite
(WGS) program. The Government intends to award a commercial contract in
accordance with FAR Part 12. This program will provide X- and Ka-band
satellite communications to augment the current Defense Satellite
Communications System (DSCS) and the Global Broadcast System (GBS) and
provide a new two-way Ka-band communications capability. The Request
for Proposal (RFP) will be released approximately 14 April 2000, with
proposals due 45 days after RFP release. The source selection will be
a full and open competition. The RFP will be available electronically
on the Wideband Gapfiller Satellite website at
"http://www.laafb.af.mil/SMC/MC/Advanced_Programs/". Hard copies will
be sent only upon request to the contracting officer, Mr John Hamilton,
at SMC/MCKB, MILSATCOM Joint Program Office, 2420 Vela Way Suite
1467-A8, El Segundo, CA 90245-4659. The proposed effort involves work
at a classification level of SECRET and below. The following tasks
shall be performed by the contractor: (1) Design, develop, and build up
to six Wideband Gapfiller Satellites; (2) Design, develop, build and
install the requisite control segment, including the Gapfiller
Satellite Command and Control Element hardware and software, the
Command and Control System -- Consolidated databases and mission unique
software, and the Common Network Planning System payload model; (3)
Execute a verification program; (4) Perform early orbit operations; (5)
Provide system simulator; (6) Provide an electrical equivalent of the
payload; (7) Provide training; (8) Provide sustaining support; and (9)
Provide end-to-end system engineering. The proposed effort is
contemplated to be awarded on or about 31 Oct 00 with the contract
period of performance extending to 31 Dec 10. Questions regarding this

310-336-4102. An Ombudsman has been appointed to address concerns from
Offerors or potential Offerors during the proposal development phase
of this acquisition. The Ombudsman does not diminish the authority of
the program director or contracting officer, but communicates
contractor concerns, issues, disagreements, and recommendations to the
appropriate Government personnel. When requested, the Ombudsman shall
maintain strict confidentiality as to the source of the concern. The
Ombudsman does not participate in the evaluation of proposals or in the
