soliciting, on a 100% small business set aside basis, for a one year
indefinite delivery indefinite quantity contract with four option years
for the manufacture of lightweight modular berthing. This berthing will
be used for the shipboard Habitability Self Help Program. Berthing is
to be manufactured to NAVSEA drawing 804-5959312. The successful
offeror is required to pass First Article Testing prior to commencing
production. The solicitation, N00104-00-R-C903, can be downloaded at
the following website: http://www.nll.navsup.navy.mil/ . Once entering
the Naval Logistics Library, proceed to the Virtual Bid Room where the
RFP may be downloaded. A copy of the NAVSEA drawing may also be
requested at this site. Please refer to Sections L and M of the
solicitation which will define the proposal requirements and evaluation
criteria. After an initial evaluation of proposals, NAVICP intends to
conduct an on-line, anonymous, competitive reverse auction to be
facilitated by a third-party reverse auction provider. Submission of a
proposal in response to the solicitation will be considered consent by
the offeror to reveal their prices in anonymity during the reverse
auction. At the conclusion of the reverse auction, the Government
intends to award the contract to the eligible, low-priced, responsible
