23 -- TRAILER MOUNTED FIELD CONDITIONING UNIT (TMFCU) SOL DAAD07-00-R-0212 DUE 042800 POC Natividad Cereceres 505-678-1931 E-MAIL: Contract Specialist, cereceresnc@wsmr.army.mil. i) This synopsis is a streamlined solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) The solicitation number is DAAD07-00-R-0212. The solicitation is issued as a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. (iv) This solicitation is unrestricted. The Standard Industrial Classification Code is 3569. (v) U S Army Materiel Command Acquisition Center, White Sands Division, White Sands Missile Range, New Mexico, solicits proposals for one (1) each Trailer-Mounted Field Conditioning Unit (TMFCU). This is an initial requirement to replace equipment that can no longer be repaired. One other TMFCU may be purchased at a later time, but it is not currently included or provided for in any White Sands financial plan. (vi) The TMFCU shall include all equipment and controls necessary to temperature condition two (2) test articles with dimensions each of 40" width by 31" height by 166" length and weighting 5000 pounds each in a 10'W x 8"H x 20'L test chamber to temperatures from 50 to 200 degrees Fahrenheit, for periods of up to 72 hours. The test chamber is an exposed Government building at White Sands, built at grade, without insulation. [a] The complete TMFCU shall satisfy all Department of Transportation (DoT) requirements for highway travel without the use of any special permits. The trailer shall have a mounted 2 5/16" ball hitch, and shall be configured to be towed by standard commercial ton and ton "pickup" trucks. A spare tire (mounted on a wheel) shall be included, and shall be identical to the tires on the trailer. The trailer shall include a mechanical parking brake that can be operated manually. The trailer shall not be "packaged." The complete TMFCU shall be towed to White Sands in a manner consistent with its intended operation and delivered in operating condition. [b] The TMFCU shall include a temperature control system that monitors and controls the temperature of the air in a test chamber. The test volume air temperature shall be automatically controllable by the air temperature controller to temperatures ranging from 50 degrees Fahrenheit (+/-3 degrees Fahrenheit) to 200 degrees Fahrenheit (+/-3 degrees Fahrenheit), with relative humidity uncontrolled, at random locations inside the test volume. This shall be achieved by adjusting only one temperature controller set point. The test volume air temperature controller shall be programmable, and shall specify to the test volume any and all diurnal test cycles consisting of temperature ranging from 85 degrees to 160 degrees Fahrenheit. The air temperature controller shall control by output of a 4 to 20 milliamp signal. A signal greater than 12 mA shall demand heating, and a signal less than 12 mA shall demand cooling. The air temperature controller shall employ a type "T" thermocouple sensor to sample the air within the test volume and shall be digitally displayed on the controller face to a resolution of 0.1 degrees, and shall operate in either degrees Fahrenheit or Celsius. The control of the test volume air temperature shall be selectable from local to remote operation. A set of terminals shall be provided near the location of the air temperature controller such that the leads of a remote controller with 4-20 mA signal can be connected to control the test volume air temperature. A switch shall be provided which transfers control of the test volume conditions to either local or remote operation. The remote temperature controller is not a part of this specification. The test volume air temperature shall also be monitored by an over and under temperature safety device, separately independent from the air temperature controller. This device shall employ a type "T" thermocouple sensor to sample the air in the test volume, shall be provided with sufficient wire to allow positioning of the sensor at random locations inside of the test volume, and shall digitally display the sensor temperature, and the over and under temperature limits upon demand. The over and under temperature safety device shall be wired such that when an over or under temperature condition exists within the test volume, test volume air circulation and all heating and cooling actions within the test volume and conditioning ducts shall be terminated and shall be resetable by manual means only. The contractor shall deliver a complete set of wiring schematics with the TMFCU. [c] The electric heating elements shall operate at a sheath temperature below 228 degrees Fahrenheit. There shall be a separate sheath temperature cut-off device with a manual reset which is independent from all other safeties. The heating capacity shall be 24 kW, Silicon Control Rectifier (SCR) controlled. [d] The refrigeration system capacity shall employ a direct expansion vapor compression cycle, with an air cooled condenser. The refrigerant utilized shall be either an HFC or HCFC. The refrigeration system shall be equipped with all protective devices required for safeguarding the system against excessive pressures and temperatures. Suction, discharge, and oil pressure gauges that monitor the operation of the refrigeration systems shall be mounted on the control panel. The refrigeration system shall be designed with automatic load controls which regulate the cooling effect by means other than by stopping and starting the system compressors, or by stopping the air circulation fans. The refrigeration system shall include a suction accumulator, appropriately sized according to the manufacturer's recommendations, for the capacity of the compressors. The refrigeration system shall be provided with refrigeration sight glasses. The refrigeration system shall include a cartridge type liquid line filter and dryer, with a schrader valve pressure tap. The system shall be automatically pumped down, with the refrigerant stored in refrigerant receivers, when the compressors are turned off. Discharge line oil separators, for the compressor shall be provided and connected as recommended by the compressor manufacturer. The refrigeration compressor shall be removable from the unit by way of access doors to the equipment. [e] The TMFCU shall include one set of discharge and return ducts [to and from the test chamber]. The ducts shall be 17 " outside diameter, and shall be positioned on the driver's side of the TMFCU. The control panel shall be provided with an all-weather enclosure. The weather cover shall be constructed so as to protect the TMFCU from rain, and permit at least 18 inches between the TMFCU and the perimeter cover of the TMFCU. A lighting system which includes perimeter lights shall be provided for the control console and inside the weather cover to allow night starting and routine maintenance. The power required shall be 208/230 VAC, 3 phase, with a 100' power cord. A main power disconnect shall be provided. [f] The contractor shall provide 2 sets of operation and maintenance manuals, a demonstration plan, and a demonstration report. The government may choose to witness an in-plant contractor demonstration. The TMFCU shall remain intact and undamaged after being towed over surfaced roads with a speed capability of 65 mph and over graded dirt roads with a speed capability of 25 mph. The conditioning equipment section and control panel shall be provided with vibration isolators. The TMFCU shall operate in sand and dust with constant 35 miles per hour wind, with gusts up to 75 miles per hour, for up to 12 hours. The TMFCU shall operate in rainfalls of 3 inches per hour for up to 4 hours with wind gusts up to 75 miles per hour. The TMFCU shall operate without degraded performance at temperatures between 0 degrees Fahrenheit with no solar radiation input and 115 degrees Fahrenheit with a peak solar radiation intensity of 355 BTU per hour per square foot. The TMFCU shall operate in altitude varying between sea level and 5500 feet. (vii) FOB is Destination, Building 1840, White Sands Missile Range, New Mexico. Delivery shall be within 120 days of award. Upon delivery, the TMFCU will be driven to a test chamber, and set up. A 72-hour test will be conducted. Twenty (20) days are allowed for inspection, test and acceptance. (viii) The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Potential offerors shall contact the acquisition office identified elsewhere on this synopsis to receive answers to pre-proposal questions. Proposals shall include concept drawings, identification of included equipment, and specifications for the system and equipment. Offers shall provide a cost proposal which includes a detailed bill of material. Offers shall include your firm's Tax Identification Number (TIN), Corporation Status, DUNS Number and Commercial and Government Entity (CAGE) Code if one has been assigned. (ix) Clause 52.212-2, Evaluation Commercial Items, applies to this acquisition. Proposals shall include concept drawings, identification of included equipment, and specifications for the system and equipment. The proposed system design and specifications shall meet or exceed all requirements in part vi, above. The three cost trade-off factors are the durability of system construction and design, reliability and reparability of included equipment, and ease of operation.(x) Offeror must include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Item with his offer. (xi) Clause 52.212-4, Commercial Terms and Conditions Commercial Items, applies to this acquisition and there are no addendum to this clause.
