plans to issue a Request for Quotation (RFQ) for a Standard 350 Watt
Stirling Engine, which includes the engine, controller, and
verification of proof test for minimum of 500 hours of operation.
Specifications include: 1. Output Power= 300 to 350 Watts at 25deg C
rejection temperature. 2. Output Voltage=110C DC to Electronics
Control/Test Load. 3. Engine Frequency=60HZ. 4. Rejection
Temperature=Variable between 8-75 Ded C. 5. Max Heater Head
Temperature=650 Deg C. 6. Max Alternator Housing Temperature=55 Deg C.
7. Charge Pressure=50BAR. Also includes: Operating Manuals, two days
training and support of NASA Staff and two days of on-site support and
training at time of delivery. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to
purchase the items from Stirling Technology Co., 4208B West Clearwater
Ave., Kennewick, WA. 99336. This recommendation is pursuant to FAR
13.106-2(5), for the acquisition of supplies or services determined to
be reasonably available from only one source. The Stirling Generator
System was the only type identified that can meet the program
requirements for efficiency, lefetime, and resistance to launch
acceleration and vibration loads. The Government intends to acquire a
commercial item using FAR Part 12. Interested organizations may submit
their capabilities and qualifications to perform the effort in writing
to the identified point of contact not later than 4:30 p.m. local time
on April 25, 2000. Such capabilities/qualifications will be evaluated
solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government
not to compete this proposed effort on a full and open competition
basis, based upon responses to this notice is solely within the
discretion of the government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
