synopsis/solicitation for commercial items prepared in accordance with
FAR subpart 12.6. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT
CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. Solicitation number
F65501-00-T0045 is issued as a Request for Quotation (RFQ). The
incorporated document provisions and clauses are those in effect
through Federal Acquisition Circular 97-15. The Standard Industrial
Classification (SIC) Code is 3569. THIS IS A SOLE SOURCE ACQUISITION.
PROJECT: ANDROS Wolverine Vehicle Assembly: Six-Wheel Chassis,
Manipulator arm with shoulder and elbow pivot, Gripper with continuous
wrist rotate, Arm black/white camera with auto iris/focus with wide
angle lens and light, Surveillance color camera with light; 6:1 zoom
lens and pan/tilt, Four 50 Amp-Hour 12 VDC gel-cell batteries, 24 VDC
battery charger, Tool kit, Operating/maintenance manual (1 Copy), 2 _
days operator/maintenance training at REMOTEC, Packaging in Reusable
Shipping Crates, Heavy duty tracks,ANDROS briefcase controller assembly
(10_ monitor), Manipulator shoulder rotate (+/- 90 degrees) assembly,
Wrist pitch with 6 inch grip extend assembly, Vertical surveillance
camera extend assembly (24 inches), Picture-in-picture, Video display
headset assembly, Fiber optic cable reel assembly, Navy EOD
J-Rod/Dearmer mount assembly, Weapons sighting camera for J-Rod mount.
Delivery terms shall be FOB destination. The following provisions and
clauses are incorporated and shall remain in effect in any resultant
purchase order: FAR Part 52.212-1, Instructions to Offerors, Commercial
Items is incorporated by reference. The provision at FAR Part 52.212-2,
Evaluation-Commercial Items, applies to the solicitation. Award will be
made based on low-price/technically acceptable offeror. The government
reserves the right to make award on the initial quote received without
discussions. Each offeror shall include a completed copy of the
provision at FAR Part 52.212-3, Offeror Representations and
Certifications-Commercial Items with it_s quote. FAR Part 52.212-4,
Contract Terms and Conditions-Commercial Items, is incorporated by
reference and applies to this acquisition. Note the following addenda
to FAR 52.212-4, Incorporate DFARS 252.204-7004, Required Central
Contractor Registration. Incorporate the clause by reference at
52.212-5, Contract Terms and Conditions Required to implement Statutes
or Executive Orders-Commercial Items. However, for paragraph (b) only
the following clauses apply: 52.222-21, Prohibition of Segregated
Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action
for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36,
Affirmative Action for Handicapped Workers with Disabilities;
52.222-37, Employment Reports on Disabled Veterans and Veterans of the
Vietnam Era; and 52.247-64, Preference for Privately Owned U.S.-Flag
Commercial Vessels. Incorporate DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes and Executive Orders
Applicable to Defense Acquisitionsof Commercial Items. However, for
paragraph (b), only the following clause applies: 252.225-7001, Buy
American Act and Balance of Payments Program. The contractor shall
extend to the government their standard warranty offered in similar
types of sales. Acceptance of the warranty does not waive the
government_s right with regard to the other terms and conditions of the
contract. In the event of a conflict, the terms and conditions of the
contract shall take precedence over the warranty. The warranty period
shall begin upon final acceptance of the items listed in the schedule.
