Warfare Center Division, Newport (NAVUNSEAWARCENDIV, NEWPORT) is
soliciting proposals from industry for the Fabrication, Assembly,
Inspection, and Testing of two (2) First Article Pinger Programmer
Verifier Interface (PVI) Assemblies, CLIN ITEM 0001, conforming to
NAVSEA drawing 53711-6824801 and Test Specification 53711-6824818. Also
required are Production quantities of PVI Assemblies, ranging from
100-150, CLIN ITEM 0003, along with several data deliverables, CLIN
ITEMS 0002 and 0004, consisting of First Article and Production test
data, ECP, NOR, DEVIATION, WAIVER, and S/N ASSIGNMENT per DD Form 1423
provided. This agency competitively procured these items in 1994 from
Rex Systems,Inc. under contract N66604-94-C-A691. The price history
under that contract was as follows: Qty Two (2) First Article PIVs @
$3,714.00 each Qty 400 PIVs @ $345.00 each A SUPPLY type contract with
Firm Fixed Price (FFP) provisions is contemplated. The Government
intends to make a SINGLE AWARD for two(2) First Articles PVI Asemblies
and a maximum Production quantity of 150 PVI Asemblies. Selection of
the successful offeror will be determined by application of a source
selection process that includes "Best Value" criteria. The evaluation
criteria in descending order of importance is Technical and Past
Performance. Offerors will be required to submit Technical and Cost
data describing their engineering and manufacturing processes,
management approach, quality control, past performance, schedule and
cost control mechanisms, including corporate experience with PVI or
similar assemblies, Printed Circuit Boards, and Data management. This
is a 100% Small Business Set-Aside. Only responsible Small Business
sources may submit proposals for agency consideration. Delivery will be
F.O.B. Destination, Newport, RI, in two (2) lots, starting
approximately 300 days after First Article approval. NOTE: The
applicable NAVSEA drawings that will be cited under Attachment 2 of the
Solicitation are only available in paper copy and all requests for
these drawings must be in writing on company letterhead. Include in
