CID #220.2 Date: 5 Apr 2000 COMMERCIAL ITEM DESCRIPTION FOR AC RESISTIVE LOAD BANK The General Services Administration has authorized the use of this Commercial Item Description. 1. SCOPE. This Commercial Item Description (CID) describes an AC Resistive Load Bank. This is an AC (alternating current), portable, console type load bank (electrical test set) used to test the E-3, EC-18B, E-4, E-8 generators. 2. CLASSIFICATION. Equipment covered by this CID shall be commercially available equipment and may be modified to the extent necessary to meet the following characteristics. 3. SALIENT CHARACTERISTICS. 3.1 Safety and Environmental. The load bank shall meet all safety and environmental requirements as specified in MIL-PRF-28800 for the classification as stated herein. 3.2 Electrical Power Sources. The load bank shall be self-contained and require no power source to operate. All operating power for internal circuits and instruments of the load bank shall be derived from the output power supplied by the unit being tested. 3.3 Operating Temperature. The load bank shall meet its performance and accuracy requirements in an operating environment of 00C to +500C. 3.4 Non-operating Temperature. The load bank shall meet its performance and accuracy requirements after being in a nonoperating environment (Storage Temperature) of 100C to +600C. 3.5 Mean Time Between Failures (MTBF). The load bank Mean Time Between Failures (MTBF) shall be 2,000 hours. The lower test MTBF shall be 2,000 hours and the upper test MTBF shall be 4,000 hours. 3.6 Calibration and Maintenance Adjustments. The design of the system shall provide for readily accessible calibration adjustments and maintenance adjustments. The calibration adjustments shall be provided by variable value components adjustable by the use of simple means. The calibration by substitution of selected components or parts is unacceptable unless specifically approved. The calibration interval shall be a period of one year or greater based on an operating time of 2,000 hours. 4. PERFORMANCE CHARACTERISTICS. 4.1 Resistive Load Testing. The load bank shall be capable of resistive load testing an AC ground generator set rated at 120 Volts, 208 Volts 3 phase, and frequency of 400 Hz. The minimum power requirement is 250 kW. 4.2 Metering. The load bank control panel shall be equipped with panel meters for monitoring voltage, frequency and current of the load bus. Meter accuracy shall be 3% full scale. 4.3 Connections for External Meters. The load bank control panel shall have two connection points (banana jacks) for external meters (digital multimeters). The connection points shall be in parallel with existing load bank meters. 4.4 Phase Selector Switch. The load bank shall have a selector switch on the control panel for measuring the parameters of each phase of power (A, B, C). 4.5 Phase Rotation Indicator. The load bank shall have a phase rotation indicator provided on the control panel. 4.6 E-F Circuit Indicator. The load bank shall have an indicator light providedon the control panel to indicate when the E-F circuit is complete. 4.7 AC Receptacles. The load bank shall come equipped with four MS90362 AC receptacles (male connectors) which are capable of connecting to four generator cables (female connectors). 4.7.1 The electrical neutral of the load bank shall be connected to the chassis ground of the E-F circuit (the return side of the 28 VDC line of the E-F circuit). This is to prevent a floating ground for certain generators. 4.8 Load Steps. The load steps shall consist of 20, 40, 60, 80 and 100 percent; although a load bank with a smaller load step resolution would be acceptable. The tolerance of each load step shall be no more than 5%. 4.9 Shock Load Capability. The load bank shall have a master load switch for shock loading. 4.10 Resistor Elements. Resistor load elements shall be adequately protected with, as a minimum, main line fusing of the load bus. 4.11 Air Flow Failure. The load bank shall have protection circuitry in case of fan failure oroverheating. 4.12 Transportability. 4.12 .1 The load bank shall be transportable, provided with wheels no less than 8 inches in diameter. 4.12.2 It shall be constructed to have the capability of being transported with a forklift. 4.12.3 The load bank shall be constructed to withstand the bounces, vibrations, and other conditions incident to transportation and operation. 4.13 Warranty. The load bank shall have, as a minimum, a 1-year standard manufacturer s warranty. 5 QUALITY ASSURANCE PROVISIONS. 5.1 Product Conformance. The products provided shall meet the salient characteristics of this CID, conform to the producer s own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance. 5.2 Responsibility of Inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection, examination, and test requirements specified herein. Except as otherwise specified in the contract or purchase order, the contractor may use his own facilities or any other facilities suitable for the inspection requirements specified herein, unless disapproved by the government. The government reserves the right to set forth in this description where such inspections, examinations and tests are deemed necessary to assure supplies and services conform to prescribed requirements. 5.3 Examination. Each load bank shall be visually examined to determine conformance with all requirements of this description. 5.4 Operational Test. Each load bank shall be operated, after complete assembly and prior to shipment, to ensure all moving parts are functioning according to the manufacturer s requirements. 6. PACKAGING. Preservation, Packaging, Labeling, and Marking shall be as specified in the contract or order. 7. NOTES.
