Office of the Assistant Commissioner for Equal Employment Opportunity
(EEO) is seeking sources to meet a requirement for a computer-based
system to meet EEO reporting requirements, in particular, to track
EEO-related complaints, disputes and perform analytical analysis of
personnel data. The desired EEO tracking and reporting system must be
compatible with the existing and evolving Customs enterprise
architecture. Customs enterprise architecture consists of Intel-based
Pentium workstations running Microsoft Windows NT, version 4.0. The
enterprise architecture is currently SNA 3270 with Dynacomm Elite
software running on the NT workstations. The proposed architecture is
TCP/IP through Frame Relay with a target completion date of 1/31/01.
The standard workgroup structure is the Local Area Network running
under Netware 5.0 servers. Customs non-mainframe enterprise data base
software is Oracle. The EEO System shall be resident at Customs
Headquarters in Washington D.C. The EEO system shall be used by primary
and back-up representatives at the 20 Customs Management Centers
(CMCs). These representatives will enter complaint and dispute
information that will be relayed to the EEO management center at
Customs Headquarters. There is no requirement for communication between
CMCs. Counseling and resolution must be capable of being tracked by the
system. It is desired that the EEO system be capable of transferring
EEO data should it be necessary to refer any EEO data to the U.S.
Department of the Treasury. This synopsis constitutes the only synopsis
that will be issued and advertised for this requirement. Sources
interested in submitting information in response to this sources sought
synopsis should provide as part of its submission THREE (3) COPIES of
each of the following items which would indicate that your firm meets
the Government requirement; (1) a capability statement; (2) past
performance information (cite at least three projects over the past
three years) of the same or similar products/services with the company
name, address, and telephone numbers of technical and business
references in order for Customs to validate past (or current)
performance; (3) descriptive technical literature, brochures, catalogs
etc; a brief technical proposal describing the product; (4) commercial
pricelists; (5) pricing information; etc. Responses to this synopsis
should be mailed using the identification number set forth in this
synopsis to Mr. Mark Weinstein, Contracting Officer, U.S. Customs
Service, Procurement Division, 1300 Pennsylvania Avenue, Suite 4.2-E,
Washington D.C. 20229. Telephone, facsimile, or e-mail responses will
