Cooperative Agreement Notice (CAN) is a solicitation for proposals for
cooperative agreements from U.S. institutions of higher education to
conduct basic research focused on technical issues relevant to progress
in rotorcraft technology in a concentrated interdisciplinary center
format. This program, funded by the U.S. Army and NASA and managed by
the National Rotorcraft Technology Center (NRTC) located at NASA Ames
Research Center, is intended to support the long-term basic research
objectives of the NRTC and establish a significant dual-use technology
base from which the military aviation community, NASA and the
rotorcraft industry can draw substantial knowledge and capability. The
Army and NASA has sustained a successful Rotorcraft Centers of
Excellence Program since 1982, and the current program concludes in
December 2000. Consequently, the NRTC, at the Army and NASA's request,
is planning a new full and open competition to support basic research
in this technical area. The Provisions and Special Conditions set
forth in the NASA Grant and Cooperative Agreement Handbook, 14 CFR Part
1274, Section D, are to be incorporated in and made a part of all
cooperative agreements. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The anticipated release
date of this Cooperative Agreement Notice is on or about the date of
this synopsis with an anticipated offer due date of June 30, 2000. All
qualified responsible sources may submit a proposal which shall be
considered by the agency. An ombudsman has been appointed. See Internet
Note "B". The solicitation and any documents related to this
procurement will be available over the Internet. These documents will
be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0)
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The Internet site, or URL,

Prospective offerors shall notify this office, by April 28 2000, of
their intent to submit an offer. It is the offeror's responsibility to
