NASA/GSFC plans to issue a Request for Offer (RFO) to develop the
Segmented Cold Cathode Ray Display Prototype, which was patented by
NASA. The resulting contract is intended to be a five(5)year effort.
NASA/GSFC intends to enter into a cost-share contract with
TelSpanServices. TelSpanServices is uniquely qualified for this work
since it is the sole license holder for applying the NASA technology
for the development of a scalable model of the Cold Cathode Ray Display
prototype as described in the patent. This procurement shall result in
an engineering prototype display that will demonstrate the soundness
of the concept and serve to evaluate the advisability of continuing
with further commercial development. The development of the prototype
is also expected to provide valuable hands-on experience that would
improve skills required for further research at NASA/GSFC. The
statutory authority for the other than full and open competition is 10
U.S.C. 2304(c)(1), Only One Responsible Source. See Note 22. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. Interested organizations may submit their
capabilities and qualifications, with respect to being able to provide
this type of support, in writing to the identified point of contact
not later than 4:30 p.m. local time on May, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. An
Ombudsman has been appointed. See Internet Note "B". All qualified
responsible sources may submit an offer which shall be considered by
