Standards and Technology on behalf of the National Technical
Information Service intends to enter into a sole source contract with
E. L. Hamm and Associates, Incorporated under the statutory authority
of 41 USC 253(c)(1) -- Only one responsible source. This acquisition is
for the continued operation and maintenance of the existing Social
Security Administration's (SSA) online database. E. L. Hamm and
Associates, Incorporated developed this online database for the SSA
which required populating the database with organizational profiles of
community organizations, state and local government agencies, advocacy
groups and community service organizations. The organizational profiles
indicate areas of interest for which these organizations, state and
local agencies and advocacy groups request information concerning SSA
initiatives. The online database is used by up to 200 of SSA's
national, regional, and local offices which changes frequently and
requires various levels of security. SSA uses the database as a tool to
disseminate information requested via organizational profiles to
community organizations, state and local government agencies, advocacy
groups and community service organizations, to keep them informed of
new developments and/or initiatives within SSA. Information is shared
by accessing this database over the Internet, including a validated
login, a pdf file archive, and using e-mail to distribute information.
E. L. Hamm is uniquely qualified to perform the continued support of
the online database because they developed the online database and the
award to any other source would result in duplication of costs to the
Government. It would also cause an unacceptable delay at a very
critical time because in April and May 2000, SSA will be using this
online database to disseminate three (3) "live issue" mailings to up to
20,000 organizations who have requested information. The Government
anticipates the award of a firm-fixed price contract. The period of
performance for this requirement is for one year from date of award
with an option of one additional year. This notice of intent is not a
request for competitive quotes. Written responses to this synopsis
shall contain sufficient documentation to establish a bonafide
capability to fulfill the requirement. A Request for Quotation (RFQ)
