This action is being conducted under other than full and open competition. Mac Sema Incorporated has been identified as the only responsible source. Mac Sema utilizes a proprietary software technology and is the only company that is 100% compatible with the existing software and hardware used to support the current Department of Defense (DoD) CMB Initiative.
