D -- INTEGRATED HUMAN RESOURCES INFORMATION SYSTEM DUE 042100 POC Jo Ann Southerland, Contract Specialist (785) 350-3715 The Department of Veterans Affairs (DVA) intends to negotiate sole source with Avue Technologies Corporation for a direct Extranet connection to the Avue Digital Services (ADS). The DVA seeks to implement its classification and staffing solution using Avue Technologies' expert system applications, Coho and Coho Casting. Coho and Coho Casting are subscription-based service offerings that provide both application functionality and specialized Federal human resources content. The contract will also provide the ability to franchise these services to other Government agencies, as well as provide the ability for other Government agencies to acquire access to ADS. Both Coho and Coho Casting are maintained on an ongoing basis by Avue Technologies so as to ensure that the products remain in current compliance with all applicable Federal best practices, laws, and regulations. Avue Technologies offers the Subscribed Services on a subscription basis that provides the delivery of Federally-specific content through an Avue Technologies proprietary software user interface or viewer. Avue offers the Subscribed Services on an enterprise subscription basis that will grant the DVA the nonexclusive right to access and use, within the DVA organization. ADS services include the ongoing maintenance of the content databases as well as customization and new development of content on behalf of the DVA. The Government anticipates award of a 1-year contract with four 1-year options. This Avue proprietary product is not available through any vendor and must be procured directly. All responses must include sufficient documentation to allow this office to evaluate the possibility of your firm to submit a valid proposal and must be received within 6 calendar days of this notice. Third party firms will be considered only if responding with clear and convincing evidence that Avue has assigned their rights. The determination to open competition based on responses received is solely within the discretion of the Government. If a solicitation is issued, no additional synopsis will be published.
