Financial Information Resource SysTem (FIRST) Program Office (ESC/FNB)
intends to select a prime contractor to develop the Air Force budget
applications. Under this program, a budget solution will be acquired
and developed through use of a contract awarded using full and open
procedures. The Government will not pay for any information submitted
in response to this solicitation. The Government will award one
Cost-Plus-Award-Fee contract for all tasks to be performed under this
contract. Contract award is planned for approximately Aug 2000. Pricing
will be negotiated in accordance with FAR Part 15. The contract period
is six years. Four optional years of performance may be awarded at the
conclusion of the initial 6-year period. The estimated 6-year contract
value is at least $37M. The Government is conducting an advisory
multi-step acquisition process, per FAR Part 15.202. Vendors who did
not submit a qualification package may still participate in the
solicitation. The FIRST Contractor will be required to establish an
Associate Contractor Agreement (ACA) with Lockheed Martin Federal
Systems for the FIRST integration and compatibility with the Air
Force's Global Combat Support System (GCSS-AF) architecture. The SIC
code for this effort is 7379. This is not a small business set-aside
procurement. This solicitation is for the planning, design,
development, implementation, and sustainment of a new worldwide Air
Force budget system. This modernization effort is sponsored by the Air
Force Deputy Assistant Secretary (Budget). The resultant capability
will replace the legacy budget systems with a modern system
architecture providing Air Force financial managers with an integrated
information system. FIRST will serve as the foundation for the
corporate Air Force Planning, Programming, and Budgeting System (PPBS)
environment. It will be implemented at Headquarters Air Force, Major
Commands (MAJCOMs), Field Operating Agencies (FOAs), Direct Reporting
Units (DRUs), and base installations. Our system development vision is
to construct FIRST using a spiral development methodology governed by
a general statement of functional requirements. FIRST will allow the
Air Force to take advantage of Information Technology advancements.
Deployment planning must consider successive software releases
incrementally replacing existing budget management systems. All
software releases will be field tested and corrected prior to
deployment. The current systems will be maintained until the same
capabilities have been fielded and can sustain the FIRST requirements.
This solicitation will be posted on the Hanscom Electronic RFP
Bulletin Board (HERBB). The draft solicitation is currently posted on
HERBB. All status and future solicitation information and any updates

Building 642 (Kenney Hall). Registration will begin at 0730. The
Industry Day briefings will begin promptly at 0815 and will end at
approximately 1615. This is not a marketing session! The objectives of
our Industry Day are to: (1)Provide detailed information on the FIRST
program, (2)Describe the FIRST contracting approach and schedule,
(3)Review the key legacy systems associated with FIRST, (4)Explain the
roles and responsibilities of the GCSS-AF integrator and the FIRST
developer, and (5)Solicit your comments on the draft solicitation
Attendance is limited to five representatives from each team. These
representatives may include your technical team lead, program
management lead, and major subcontractor technical representatives.

attendees. Prior to Industry Day, you are encouraged to review and
comment on the draft program documentation posted on HERBB. Information

documentation is available in the FIRST Bidders Library at WPAFB. An

Ombudsman has been appointed to hear concerns from offerors or
potential sources. The purpose of the Ombudsman is not to diminish the
authority of the Program Manager or Contracting Officer, but to
communicate offeror concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of the proposal or in the source selection process. The
Ombudsman should only be contacted with issues or problems previously
brought to the attention of the Program Manager and/or the Contracting
Officer which could not be satisfactorily resolved, or issues that
