Under the authority granted in FAR 6.302-1, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Lockheed Martin to perform software development and revision. The contractor will be required to revise existing code for 3 previously developed modules and develop new code for the fourth and final output module of the All Ages Lead Model computerized risk assessment tool. The contractor shall also be required to prepare a beta version of the All Ages Lead Model computerized risk assessment that will undergo external evaluation. Lockheed Martin is the sole source with the unique capability to perform this work, due to the knowledge and understanding they have gained through the development of previous modules. They have a unique understanding of the code development and revision requirements, the style of the required user input windows, and of the complex data management system that transfers data between the various modules of the software.
