synopsis/solicitation for commerical items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
annoucement constitutes the only solicitation; quotations/bids are
being requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation
(RFQ)#FBICU0017513, the provisions and clauses incorporated are those
in effect through Federal Acquisition Circular #97-15. This
solicitation is under the Simplified Acquisition Procedures (SAP). This
solicitation Code is 7699 and the Business Size Standard is $5.0. This
will be a Firm-Fixed Price contract. The government intends to solicit
and negotiate on a sole source basis with PE Biosystems/Perkin Elmer,
N. American Sales & Service, 850 Linclon Centre Drive, Suite 410,
Foster City, CA 94404. Term of Contract will be for one base year, with
four (4) one year options to extend services. Repair/Maintenance
agreement to be performed by certified/qualified PE Biosystem Engineer.
Specifically, the contractor shall (1) provide all necessary
documentation, repair parts, spare parts, accessories, maintenance
supplies, all special tools, test and support equipment, travel and
transportation, personnel skill requirements, and other related
services required in performance of maintenance task to keep the
equipment in good operating condition; (2) Supply replacement parts as
required on an exchange (good-as-new) or new part basis in order to
maintain the equipment must be a PE Biosystems manufacture part; (3)
The Contractor shall provide 24 hours response to service request; (4)
The Contractor shall provide maintenance service during normal working
hours (from 8:00 am and 5:00 pm local prevailing time, Monday through
Friday); (5) Technical telephone support shall be available within one
hour of the FBI placing a service request; (6) The Contractor shall
provide updated software for newly purchased equipment and continue to
provide maintenance as the equipment is updated. Repair/Maintenance of
the following equipment: thirteen (13) model 310 Genetic Analyzer; ten
(10) model 9600 Thermal Cycler; nine (9) model 9700 Thermal Cycler;
six (6) model 377 DNA Sequencer; one (1) model #7700 Sequencer
Detector; one (1) model Voyager DE Biospectrometry; one (1) model 4000
Cytoflour; Equipment located at FBI Headquarters, Washington, DC and
FBI Academy, Quantico, VA. This notice of intent is not a request for
competitive quotations. However, interested parties may submit a
quotations in which they identify their interest and capability. All
quotations received within 15 days of this notice will be considered by
the Government solely for the purpose of determining whether to
initiate a competitive procurement. All responsible sources may submit
a quote which shall be considered by the agency. The following FAR
clauses are incorporated by reference and apply to this acquisition:
FAR 52.212.1 Instruction to Offerors-Commerical Items; FAR 52.212-4
Contract Terms and Conditions-Commerical Items (March 1999); FAR 217-8
Option to Extend Services (Nov 1999); FAR 52.232-18 Availability of
Funds (April 1984). Each offeror shall include a completed copy of the
FAR provisions at 52.212-3 Offeror Representation and Certifications
(Feb 2000) with its offer. All proposals shall be submitted to the
address listed on line number seven no later than 1:30 P.M. EST,
4/24/00. All quotations shall be clearly marked with RFQ# FBICU0017513.
All offerors are hereby notified that if your proposal is not received
by the date/time and at the location specified in this notice
announcement, that it will be considered late/nonresponsive. The Point

listed above. Proposals can also be faxed to (202) 324-0570. The award
will be made to the responsive, responsible offeror submitting the
lowest price technically acceptable offer and meeting all terms and
conditions set forth in this announcement. Award to be made within one
(1) week after closing. Background investigation, the scope of which
will be at the descretion of the FBI, we be conducted on all contractor
