Philadelphia intends to acquire Contractor Field Services (CFS)
contractor engineering technical services (CETS) on behalf of the Naval
Air Technical and Data Engineering Service Command, San Diego. These
services are to provide various fleet and shore activities with an
estimated 156 man months per year for the purpose of informing,
instructing, and training Dept. of the Navy personnel in the
installation, operation and maintenance of the following Navy and
Marine Corps weapons, equipment and systems: T700, T64, T58,TF34 and
F404 engines and associated support equipment, developed by the
Original Equipment Manufacturer, General Electric Company. It is
intended to negotiate this requirement on a sole source basis pursuant
to 10 USC Code 2304 (c)(1) with the OEM, General Electic Company,
Springdale, Ohio. This requirement is for an estimated 156 man months
per year, total estimate of 468 man months of service, encompassing 13
tasks in all, with services being provided for a base period of 1
January 2001 through 31 December 2001, with two (2) one-year options.
This represents the minimum needs of the Government for this period.
This requirement will be covered by a new indefinite quantity labor
hour contract or as a provisional modification extension to the
existing contract. Interested parties who contend that they are
technically qualified should submit, within forty five days from
publication of this announcement, specific factual data, including but
not limited to technical resumes, management experience, and other
pertinent information as desired to be used as an evaluation basis to
determine competence to successfully perform the required services. All
technical proposals received within this time frame will be considered
by the Government. The Government reserves the right not to open this
requirement to competition based upon technical notices received in
response to this announcement. Technical responses received as a result
of this announcement will normally be considered solely for the purpose
of whether to conduct a competitive procurement. The Government will
not pay for any information received. The authority permitting other
than full and open competition is 10 USC 2304(c)(1). The applicable SIC
