The United States Environmental Protection Agency's Office of Acquisition Management will issue a solicitation to provide technical support services to EPA Region VIII for emergency response, removal, site assessment, and related technical and administrative services as defined in the Comprehensive Environmental Compensation and Liability Act of 1980 (CERCLA or Superfund) as amended, The National Oil and Hazardous Substances Pollution Contingency Plan and other environmental statutes. The contractor will provide services to support response and site assessment activities related to the release or threat of release of oil, petroleum products, hazardous substances, or pollutants and contaminants, that pose an actual or potential threat to human health or welfare, or to the environment. The Standard Industrial Classification(SIC) code for this requirementis 8744, Environmental Remediation Services. The Government has determined that there would be a significant potential for conflict of interest if a firmawarded a START-2 contract in Region VIII were also an Emergency and Rapid Response (ERRS), Time Critical Rapid Response (TCRR), or Emergency Response Cleanup Services (ERCS) contractor or subcontractor in Region VIII. Therefore a contractor or subcontractor performing ERRS/TCRR/ERCS activities in Region VIII is ineligible for award of a START-2 contract in Region VIII. It is the Government's intent to award one (1) five year cost-plus-award-fee (CPAF) contract. The total level-of-effort for this requirement is 312,800 hours. Request for Proposal PR-HQ-00-10532 will be released in the near future. A definite due date for proposals will be established at that time. The purpose of this CBD announcement is to notify potential offerors of EPA's requirement and direct interested parties to the EPA's "Doing Business With EPA" Internet World Wide Web site at http://www.epa.gov/oam for further information on this procurement as it becomes available. The Request for Proposals, amendments and other related items for this procurement will be posted on the EPA Web site and can be downloaded through the date of contract award estimated to be on or around August 15, 2000.
