R -- ADAPTING A CONTINUING EDUCATION PROGRAM FOR PHNS FROM THE MIDWEST REGION TO THE SOUTHEAST SOL HRSA-230-BHPr-8(0) DUE 053000 POC Kimberly Lewis -- (301)443-4540 The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis with Emory University, Nell Hodgson Woodruff School of Nursing, 531 Asbury Circle, Suite 305, Atlanta, GA 30322 for the purpose of providing a demonstration project to model the process of adapting a continuing education program for public health nurses from the Midwest region of the U.S. to the southeast. This is a notice of intent, not a request for competitive proposals. The major focus of this procurement will be to: 1) use existing educational resources; 2) establish an option for offering academic credit by building on continuing education materials; 3) use a preceptor model to reinforce information shared in the educational programs; and 4) demonstrate collaboration among a state public health department, a academic consortia, a regional compact, and Federal agencies. This contract will expand the existing HRSA/CDC Wald-Trek partnership by building on a program currently being funded through a grant in the Midwest region (with Minnesota Health Department). A similar program is now required to demonstrate the adaptability of the Minnesota model to a geographically and culturally different region. The state of Georgia has an established academic/practice consortium in place to address the ongoing educational needs of public health nurses (PHNs) in population health care. The decision to award the contract to Emory University is based on the unique capabilities that Emory University has as a key member of the Georgia Academic Consortium. Emory has relationships with key public health nursing entities in the Georgia State Health Department, and has strong academic experience needed to lead the adaption of Minnesota Health Department educational programs to Georgia public health nurses (PHNs). Therefore, the Government has deemed Emory University as the only responsible source capable of providing the required services under this contract. Subsequent to the posting of this annoucement, HRSA intends to award to Emory University. A Justification for Other Than Full and Open Competition is on file.
