R -- INDEFINITE QUANTITY CONTRACT FOR CIVIL ENGINEERING SERVICES FOR PROJECTS AT THE NAVAL AIR STATION, BRUNSWICK, ME SOL N62472-00-R-4736 DUE 050900 POC Angie B. Project description: (a) R-Architect and Engineering Services, Indefinite Quantity Civil Contract at the Naval Air Station, Brunswick, Maine. Projects may include but are not limited to the following: Civil, Survey, and Pavement construction. Project No. 1 -- Parking Apron Repairs: General repairs to the parking apron pavement, including replacement of Portland cement concrete slabs, resealing of joints, sealing of cracks, spall repair, repainting pavement markings, and other miscellaneous and related work. A/E services shall include the collection of filed and record data for apron slabs and other features, and input into fields of an existing database attached to the Station's Microstation mapping system. Design scope shall utilize data collected. Subject to necessary changes, the total annual A/E fee that may be paid under this contract will not exceed $250,000.00 in the base year and $250,000.00 in the option year. (b) Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project by May 09, 2000 by 4:00 p.m. to ROICC, Naval Air Station, 437 Huey Drive, BLDG 53, Brunswick, ME 04011 will be considered. (3) Respondents may supplement with graphic material and photographs which best demonstrate design capabilities of the team proposed for the project. Firms having a current Standard Form 254 on file with the procurement office shown are not required to register this form. Firms desiring to register for consideration for future projects administered by the procurement office (subject to specific requirements for individual projects) are encouraged to submit annually, a statement of qualifications and performance data, utilizing Standard Form 254, Architect-Engineer and Related Services Questionnaire. Firms responding to this announcement before the closing date will be considered forselection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of firms for negotiation shall be made through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) specialized experience and technical competence, for type of work required; (2) professional capabilities of the firm to accomplish the work in the time required; (3) professional qualifications of staff to be assigned to the project; (4) past experience with respect to Department of Defense Contracts; (5) The firm's CAD capabilities and compatibility with the Naval Air Station's system; (6)location of the firm in the geographical area; (7) any other special qualification required under this announcement by the contracting activity. In addition to the above qualifications, special qualifications in the Department of Defense include the volume of work previously awarded to the firm by the Department of Defense, with the object of effecting an equitable distribution of Department of Defense architect engineer contracts among qualified architect-engineer firms including small and small disadvantaged business firms, and firms that have not had prior Department of Defense contracts. (d) The final product shall be electronic and hard copies of data, plans and reports. The proposed contract is considered for a 100% HUBZone set-aside. Interested Hub Zone concerns that meet the criteria must indicate thier interest by submitting evidence of their capability to perform (threereferences with names, phone and contract numbers) within 15 days of this notice. If adequate interest is not received within the time specified, the contract will be issued to small business subject to FAR 52.219-4 Notice of Price Evaluation Preference for Hub Zone Small Business Concerns. All contractors are advised that registration in the DOD Central Contractor Registration (CCR) Database is required prior to award of a contract.
