ELECTRONIC WARFARE SQUARDRON. The Air Armament Center, 16th Electronic
Warfare Squadron (16 EWS), is contemplating the award of a sole source
Firm Fixed Price (FFP) contract for one year to AIL Systems Inc.,
Technical Services Operations (AIL/TSO), 254 East Avenue K-4,
Lancaster, CA 93535. Tasks consist of responses to recurring and
non-recurring engineering support of B-1 electronic warfare (EW)
operational test requirements. Planned taskings will directly support
the maintenance, operation and technical capabilities of the AN/ALQ
161-A mockup and associated support equipment located in and/or
supporting the Reprogrammable Electronic Warfare Systems Test (REWST)
Facility at the 16 EWS. This contract includes all 16 EWS AN/ALQ-161A
support equipment requirements. Period of performance is from the date
of contract award through 30 September 2001. Prior to performance, all
contractor personnel must be United States citizens and possess SECRET
security clearances. Contractor must have a prior and detailed working
knowledge of the design, operation and maintenance of the AN/ALQ-161A,
the 16 EWS REWST Facility, B-1 special test equipment, special B-1
instrumentation and data reduction software, B-1 aircraft systems, and
their interfaces with the B-1 AN/ALQ-161A system. The contractor must
be familiar with the technical theory and application of VAX
architecture and programming, Versa Moducal European (VME) based
computer system. X-windows programming and applications, ETHERNET local
area networks, and Military Standard 1553B data bus operations. This
acquisition will be pursued on a sole source basis because AIL retains
the engineering database required to perform the efforts required.
Prospective offerors should have a working knowledge of EW principles
and equipment to include radar receiver and transmitter systems,
advance digital signal processing and transmission line, antenna and
electromagnetic wave theory. Interested parties shall submit a
capabilities package which addresses all requirements listed in this

concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The Ombudsman does not diminish
the authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When required,
the Ombudsman shall maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. Matters of a routine or
administrative nature concerning this acquisition should not be
addressed to the Ombudsman but rather to the Contracting Officer,
Contract Specialist, or the Program Manager identified above. For any
