R -- SUPPORT IN THE CONDUCT OF TECHNOLOGY TRANSFER SOL DAMD17-00-R-0013 DUE 041300 POC Susan Dell, Contract Specialist (301)619-2278; George Bauman, Contracting Officer (301)619-2369 The U.S. Army Medical Research Acquisition Activity proposes to enter into a sole source contract with the Economic Development Association of Hawaii (EDAH) in direct support of the U.S. Army's Pacific eHealth Innovation Center (P-EIC) at Tripler Army Medical Center, Hawaii. It is anticipated that this effort will support the P-EIC's creation of a process for transfer of a demonstrated technology capability with a small scale pilot project. This procurement shall be under other than full and open competition procedures in accordance with FAR 6.302-3(a)(2)(ii), as P-EIC has been directed by the U.S. Congressional Appropriation to "establish a technology transfer program to other federal government entities that leverage existing DoD investment and reuse successful telehealth prototypes." In order to accomplish this, P-EIC must establish a research and development capability to be provided by a non-profit institution. The EDAH is the only nonprofit economic development association in the Hawaiian market place. Parties purporting to have the requisite credentials to perform these services must furnish in writing, factual information which clearly supports and demonstrates evidence of such abilities.
