S -- - NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT WITH H.T. HARVEY & ASSOCIATES ECOLOGICAL CONSULTANTS. Notice of intent to negotiate a sole source contract with H.T. Harvey & Associates Ecological consultants for the Northwest Fisheries Science Center (NWFSC). Purpose of contract is to conduct strip-transect surveys of seabirds in conjunction with GLOBEC cruises. Surveys will provide data to define trophic linkages between middle and trophic levels contributing to effects on community structure and function. Results will define top-down and bottom-up interactions, especially in regard to GLOBEC target species. Information on the temporal and spatial distributions of abundant predators, an estimates of feeding rates relative to seasonal and interannual variability in the productivity and physical forcing in the system will be used to estimate rates of energy transfer upward from middle trophic levels. Proposed vendor has gone through a peer-review process by NOAA and the National Science Foundation and has been judged best qualified for this study. Competitive solicitation will not be issued.
