S -- - SOLE SOURCE CONTRACT WITH STILLWATER SCIENCES. Notice of intent to negotiate a sole source contract with Stillwater Sciences for the National Marine Fisheries Service (NMFS). Purpose of contract is to provide a technical review of draft Simpson Habitat Conservation Plan (HCP) and supporting documents. The draft HCP was developed under section 10 of the Endangered Species Act (ESA). The proposed contractor participated in negotiations in developing the HCP with the Simpson Timber Company for the Company's timberlands in northern California from period 1997-2000. Proposed contractor also developed several HCPs as a past employee of the U.S. Fish & Wildlife Service for the City of Seattle Water Dept., Mid-Columbia Public Utilities Districts, and several timber HCPs including Weyerhauser, Plum Creek, Port Blakely, and Murray Pacific.
