set-aside for firms in the Small Business Administration 8(a)Program
serviced by the Washington, DC, Baltimore, MD and Richmond, VA district
offices only. The Standard Industrial Classification Code is 7349 and
the annual size is $12 million. The scope of work for this acquisition
includes: The contractor shall furnish all labor, supplies,
management, supervision, tools, materials, equipment and transportation
necessary to provide Janitorial Services for facilities within the
Naval District Washington and other outlying areas. Janitorial services
applies to all designated spaces including, but not limited to; halls,
restrooms, offices, work areas, entrance ways, lobbies, storage areas,
elevators and stairways. Specific sites are, but not limited to;
Nebraska Avenue Complex, 3801 Nebraska Avenue, NW, Washington, DC; U.
S. Naval Observatory, 3450 Massachusetts Avenue, NW, Washington, DC and
the National Naval Medical Command, 8901 Wisconsin Avenue, Bethesda,
Maryland. The period ofperformance is for one base year with four one
year option periods. The cost range for the entire project is over
$10,000,000.00. Bonding is required. The procurement will be conducted
utilizing source selection procedures. Award will be based on best
value to the Government considering the price and non-priced evaluation
factors stated in the solicitation. Non-priced factors may include, but
are not limited to; Technical/Management Factors: (1) Management
Methodology; (2) Relevant Experience; (3) Financial Capabilities; (4)
Quality Control Procedures; and (5) Subcontracting Procedures. NOTE:
THE GOVERNMENT MAY REQUIRE THAT MANAGEMENT METHODOLOGY BE PROVIDED IN
BOTH WRITING AND THROUGH ORAL PRESENTATIONS. THE SOLICITATION WILL
