Construction of the Hawaii Army National Guard's Regional Training Institute (RTI), at Bellows airfield (Oahu), Hawaii. 81,000 sf of new construction consisting of an education, administration, billeting, multi-purpose dining, multi-purpose auditorium, and courtyard buildings. The project also includes a training and parade field. Work includes, but is not limited to, grading, backfilling and preparing the site for construction; construction of five buildings, one courtyard, and one training and parade field including parking lots and access roads, and limited equipment and furniture. Estimated cost of construction is between $10,000,000 and $25,000,000. SITE VISIT. Bidders and interested parties are encouraged to atend the organized pre-bid/site visit tentatively scheduled for May 10, 2000 at Bellows airfield (Waimanalo). Details regarding the site visit will be made available in the solicitation package or by separate notice. DOCUMENT AVAILABILITY. Invitation For Bid (IFB) DAHA50-00-B-0001 is expected to be issued o/a April 28, 2000. Solicitation and specs will be available in hard copy only and plans available as full-sized drawings. There will be a nonrefundable charge for the bid package (to be determined). Company checks and bank checks are accepted. Personal checks, cash and money orders will not be accepted. All requests must state the solicitation number, company name/address/telephone and fax numbers, point of contact's name/position title, and company designation (prime/sub/supplier/plan room). Telephonic inquiries will not be accepted. Bid packages may be picked up locally between the hours of 6:30am-11:00am and noon-3:30pm M-F (except May 29th) at the USPFO-HI located at Bldg 303 within Diamond Head crater o/a April 28. MAILING COSTS. Firms not located on Oahu will be responsible for all mailing and handling costs. In addition to information required when requesting bid packages, off-island firms shall also specify the mailing address where packages are to be mailed. Each request shall specify only one mailing address. Along with this information, requests shall also include the company's air carrier's billing account information if desiring other than shipment by parcel post. Bid packages will be mailed only upon receipt of proper payment. SUBCONTRACTING PLAN. If the apparent low bid is submitted by a large business firm, that firm will be required to submit a subcontracting plan within 7 days after bid opening. The target subcontracting goals for small business participation are: 60% small business (SB) firms; 40% small disadvantaged business (SDB) firms; and 8% women-owned small business (WOSB) firms. MISCELLANEOUS. Regardless of prime contractor business size, goals for minority participation is 69.1% of the aggregate workforce and 6.1% for female participation. All responsible sources may submit a bid which will be considered. The Government intends to award a firm-fixed price contract.
